The assessment measures are what will be measured to determine how the design performs with respect to the design concern.
If the design concern is a requirement, the requirement lists the value of the assessment measure that has to be achieved in order to comply with the requirement.
If the design concern is a goal, there is no requirement value. The goal describes the desired direction of the assessment measure in order to come closer to achieving the goal.
